The City Council of the City of Abilene, Texas, met in
a Pre-Council Work Session on April 10, 1997, at 8:30 a.m. in
the Basement Conference Room of City Hall. Mayor Pro Tempore
A. Don Drennan was present and presiding with Councilman Paul
R. Vasquez, Councilwoman Carol Martinez, Councilman Ray Ferguson,
and Councilwoman Kay Alexander. Also present were City Manager
Lanny Lambert, Assistant City Manager Roy L. McDaniel, Acting
City Attorney Sharon Hicks, City Secretary Jo Moore, Assistant
to the City Manager Debra Guerra, and various members of the City
staff. Mayor Gary D. McCaleb was absent. Councilman Rob Beckham
was absent from Pre-Council Session only.
Acting City Attorney Sharon Hicks briefed the Council on proposed
bills concerning annexations before the Legislature and encouraged
them to speak to their legislators about these concerns. Elizabeth
Grindstaff presented a progress report on the Everman Park project,
noting that all construction should be finalized by the May 8
park dedication. Councilman Don Drennan reported on his recent
testimony at the House County Affairs Committee meeting in support
of a bill that would delete the $5,000 or more fair market value
stipulation in the conflict of interest provision. The Council
briefly discussed various consent and regular agenda items, and
there being no further discussion, the meeting was recessed to
the City Council Chambers until 9:00 a.m. for the regular Council
Meeting.

Mayor Pro Tempore Drennan reconvened the City Council of the
City of Abilene, Texas, into Regular Session April 10, 1997, at
9:00 a.m. in the City Council Chambers of City Hall.
Invocation was given by Councilwoman Kay Alexander.
Pledge of Allegiance was led by Sam Neal, 5th grader at Lee Elementary
school, and accompanied by his teacher, Andy Blessing.
Mayor Pro Tempore Drennan, assisted by City Secretary Jo Moore,
presented Employee Service Awards to the following individuals
for their years of service:

Earnest Merritt, Special Assistant to the City Manager for Youth
Services, assisted Mayor Pro Tempore Drennan in presenting the
March Employee of the Month Award to Terri Wright, Executive Secretary
in the Police Department.
Various Councilmembers presented proclamations as follows:
Councilwoman Alexander: April 14-19 as The Week of the Young
Child. Several children from the Schoolhouse Day Care Center
served the Council a snack.
Councilman Vasquez: April 13-19 as National Volunteer Week;
and Spring Clean for Abilene Days.
Councilman Beckham: April 13-19 as Medical Laboratory Week.
Councilwoman Martinez: April as National Saving Month.
Councilman Ferguson: April 13-19 as Crime Victims' Rights Week.
A correction to the minutes was noted in the title of Carl Lockett from Assistant Director of Public Works to Planning Administrator, which was made prior to the Council meeting. There being no further corrections, additions, or deletions to the minutes of the Pre-Council Session and Regular City Council Meeting held March 27, 1997, Councilwoman Alexander moved to approve the minutes as previously corrected. The motion was seconded by Councilman Ferguson and the motion carried.

NAYS: None.
Councilman Vasquez moved to approve consent agenda item 3.3, and approval of first reading of items 3.1 and 3.2, as recommended by staff. The motion was seconded by Councilman Ferguson and the motion carried.

Ordinances:
3.1 Approval of first reading: Z-02297 - Ordinance
to add H to underlying RS-12 district located at 865 Sayles Blvd.,
and set a public hearing for April 24, 1997 at 9:00 a.m.
AN ORDINANCE AMENDING CHAPTER 23, "PLANNING AND COMMUNITY
DEVELOPMENT," SUBPART E, "ZONING," OF THE ABILENE
MUNICIPAL CODE, BY CHANGING THE ZONING DISTRICT BOUNDARIES AFFECTING
CERTAIN PROPERTIES, AS DESCRIBED BELOW, DECLARING A PENALTY, AND
CALLING A PUBLIC HEARING.
3.2 Approval of first reading - TC-02497 - Ordinance
for thoroughfare abandonment of 30' street dedication located
in the 5600 block of Hwy. 277, and set a public hearing for April
24, 1997 at 9:00 a.m.
AN ORDINANCE PROVIDING FOR THE ABANDONMENT OF A PORTION OF PUBLIC
RIGHT OF WAY; PROVIDING FOR THE TERMS AND CONDITIONS OF SUCH ABANDONMENT,
AND CALLING A PUBLIC HEARING.
Bid Awards:
3.3 Cab & chassis for street services division, Bid #CB-7038.
The bid was awarded to R. L. Anderson International in the amount
of $30,515.00, as recommended by staff.
REGULAR AGENDA
Resolutions:
4.1 Carl Lockett, Planning Administrator, briefed the Council
on an Oral Resolution to consider an annexation petition from
Sydney N. Niblo for 63.52 acres adjacent to Saddlecreek Subdivision.
Staff recommends approval.
Mayor Pro Tempore Drennan opened a public hearing on the item,
and there being no one present and desiring to be heard, the public
hearing was closed. Mayor Pro Tempore Drennan stated we are not
annexing at this time; a petition has simply been filed. There
will be a calendar of events and procedures to be followed.
Mr. Lockett stated the proposed Annexation Ordinance will be
published April 27.
Councilman Vasquez moved to approve by Oral Resolution an annexation petition from Sydney N. Niblo for 63.52 acres adjacent to Saddlecreek Subdivision, as recommended by staff. The motion was seconded by Councilwoman Alexander and the motion carried.

5.0 Other Business
Mayor Pro Tempore Drennan mentioned the May 3 City Council/Charter
Amendment Election, and recognized Northside Candidate Billy Enriquez
and Southside Candidate Bobbie Hotchkiss, who were in attendance;
and Abilene Reporter-News City Hall reporter Anthony Wilson, who
published an article on voting in the Election.
Mayor Pro Tempore Drennan recessed the Council into executive
session pursuant to Sections 551.071 and 551.074 of the Open Meetings
Act, and to seek the advice of the City Attorney with respect
to pending and contemplated litigation and to consider the appointment
and evaluation of public officers.
The Council reconvened from executive session and reported no
action taken.
There being no further business, the meeting was adjourned at
11:05 a.m.
