SPECIAL COUNCIL MEETING

CITY COUNCIL OF THE CITY OF ABILENE, TEXAS,
CITY COUNCIL CHAMBERS OF CITY HALL
The City Council of the City of Abilene, Texas, met for a Special
Council Meeting on June 16, 1997 at 9:30 a.m. in the City Council
Chambers of City Hall for the purpose of considering search procedures
for and appointment of a City Manager. Mayor Gary D. McCaleb
was present and presiding with Councilmen Paul R. Vasquez and
Don Drennan, Councilwoman Carol Martinez, Councilmen Rob Beckham
and Ray Ferguson, and Councilwoman Kay Alexander. Also present
were Acting City Manager Roy L. McDaniel, Assistant City Manager
Mike Morrison, City Attorney Sharon Hicks, City Secretary Jo Moore,
and Assistant to the City Manager Debra Guerra.
Invocation was given by Councilman Don Drennan.
Mayor McCaleb explained the purpose for the special meeting and
the short time frame of calling the meeting being due to coordinating
Council members' busy summer schedules to permit all Councilmembers
to be present.
3. Other Business:
Mayor McCaleb recessed the Council into executive session pursuant
to Sections 551.071 and 551.074 of the Open Meetings Act, to seek
the advice of the City Attorney with respect to pending and contemplated
litigation, and to consider the appointment and evaluation of
public officers.
The Council reconvened from executive session and reported no
action taken.
Mayor McCaleb stated the Council had thoroughly reviewed all
options available in the search to fill the position of City Manager,
and that with the qualifications and experience from 19 years
with the City of Abilene, having been through two search processes,
having served as Finance Director for the City, and twice as Acting
City Manager, it is in the best interests of the City at this
time to appoint Roy McDaniel as City Manager. The Mayor stated
Mr. McDaniel possesses the financial qualifications, the ability
to work with a team, and the open, honest communication the city
needs.
Councilwoman Martinez moved to approve Mayor McCaleb's appointment of Roy L. McDaniel to the position of City Manager. The motion was seconded by Councilman Drennan and the motion carried.
AYES: Councilmen Vasquez and Drennan, Councilwoman Martinez, Councilmen Beckham and Ferguson, Councilwoman Alexander, and Mayor McCaleb.
NAYS: None.
There being no further business the meeting was adjourned at
11:30 a.m.
