Invocation was given by Councilman Don Drennan.

Mayor McCaleb explained the purpose for the special meeting and the short time frame of calling the meeting being due to coordinating Council members' busy summer schedules to permit all Councilmembers to be present.

Mayor McCaleb recessed the Council into executive session pursuant to Sections 551.071 and 551.074 of the Open Meetings Act, to seek the advice of the City Attorney with respect to pending and contemplated litigation, and to consider the appointment and evaluation of public officers.

The Council reconvened from executive session and reported no action taken.

Mayor McCaleb stated the Council had thoroughly reviewed all options available in the search to fill the position of City Manager, and that with the qualifications and experience from 19 years with the City of Abilene, having been through two search processes, having served as Finance Director for the City, and twice as Acting City Manager, it is in the best interests of the City at this time to appoint Roy McDaniel as City Manager. The Mayor stated Mr. McDaniel possesses the financial qualifications, the ability to work with a team, and the open, honest communication the city needs.
