The City Council of the City of Abilene, Texas, met for a Special Council Meeting on November 7, 1997 at 9:00 a.m. in the City Council Chambers of City Hall for the purpose of considering a Resolution canvassing and declaring the results of the November 4, 1997 Library Bond Election. Mayor Gary D. McCaleb was present and presiding with Councilman Paul R. Vasquez, Councilwoman Carol Martinez, and Councilman Ray Ferguson. Also present were City Manager Roy McDaniel and City Secretary Jo Moore. Councilmen A. Don Drennan, Rob Beckham, and Councilwoman Kay Alexander were absent.
Mayor McCaleb noted the reason for the special meeting to canvass the votes of the election is that by State law the earliest date of the canvass can be no sooner than three days after the election. Mayor McCaleb thanked all election workers and stated it is always good to see such good participation in the voting process.
City Secretary Jo Moore read the results of the canvass as follows:
DATE OF ELECTION: 1997/11/04
TYPE ELECTION: Special/Library Bond
PROPOSITION 1: "Shall the City Council of said City be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $10,500,000, with the bonds of each such series or issue, respectively, to mature serially within not to exceed 20 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the City Council, for the purpose of acquiring, constructing, improving, and equipping Library Facilities, and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity?

Results of the election showed the proposition failed with 7,122 votes cast for the proposition and 7,659 votes cast against it.
Staff recommends Council adopt the Resolution and declare the results of the election.
Councilman Vasquez moved to approve the resolution canvassing and declaring the results of the November 4, 1997 Library Bond Election, as recommended by staff. The motion was seconded by Councilman Ferguson and the motion carried.
AYES: Councilman Vasquez, Councilwoman Martinez, Councilman Ferguson, and Mayor McCaleb.
NAYS: None.
The Resolution is numbered 37-1997 and is captioned as follows:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ABILENE, TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE LIBRARY BOND ELECTION HELD IN THE CITY OF ABILENE ON NOVEMBER 4, 1997.
There being no further business, the meeting was adjourned at 9:07 a.m.
