REGULAR CITY COUNCIL MEETING

CITY COUNCIL OF THE CITY OF ABILENE, TEXAS

CITY COUNCIL CHAMBERS OF CITY HALL

The City Council of the City of Abilene, Texas, met in Regular Session on November 20, 1997, at 9:00 A.M. in the City Council Chambers of City Hall. Mayor Pro Tempore Ray Ferguson was present and presiding with Councilmen A. Don Drennan and Rob Beckham, and Councilwoman Kay Alexander. Also present were City Manager Roy L. McDaniel, Assistant City Manager Mike Morrison, City Attorney Sharon Hicks, City Secretary Jo Moore, and various members of the City staff. Mayor Gary D. McCaleb, Councilman Paul R. Vasquez and Councilwoman Carol Martinez were absent.

Mayor Pro Tempore Ray Ferguson stated that only four Councilmembers were able to be present at today's meeting, but he explained that Item 4.1, Ordinance authorizing issuance of General Obligation refunding Bonds, Series 1997 on the agenda is time sensitive and did need to be acted on today. Mayor Pro Tempore Ferguson also announced there will be a special Council meeting Tuesday, November 25 at 9:00 a.m. in the City Council Chambers.

Invocation was given by Councilwoman Kay Alexander.

Pledge of Allegiance was led by Brandon Hawk, fifth-grader at Bassetti Elementary; who was accompanied by his assistant principal, Ms. Dana Mayhall.

Mayor Pro Tempore Ferguson presented an honorary citizen certificate to Kazuo Yamada, high school teacher from Hitachi, Japan.

Mayor Pro Tempore Ferguson presented a proclamation for November 16-22 as American Education Week.

There being no corrections, additions, or deletions to the minutes of the Pre-Council Session and Regular City Council Meeting held November 6, 1997 and Special Meeting November 7, 1997, Councilwoman Alexander moved to approve the minutes as printed. Councilman Beckham seconded the motion and the motion carried.

AYES: Councilmen Drennan and Beckham, Councilwoman Alexander, and Mayor Pro Tempore Ferguson.

NAYS: None.

REGULAR AGENDA

Bid Awards

    1. David Wright, Director of Finance, briefed the Council on an Ordinance authorizing issuance of General Obligation refunding Bonds, Series 1997. Mr. Wright stated staff recommends the Council accept the NationsBank proposal and approve the Ordinance authorizing the issuance of the bonds. Mayor Pro Tempore Ferguson stated this reduces interest costs to the City.

Councilman Drennan moved to approve the Ordinance authorizing issuance of General Obligation refunding Bonds, Series 1997, as recommended by staff. Councilwoman Alexander seconded the motion and the motion carried.

AYES: Councilmen Drennan and Beckham, Councilwoman Alexander, and Mayor Pro Tempore Ferguson.

NAYS: None.

The Ordinance is numbered 48-1997 and is captioned as follows:

AUTHORIZING THE ISSUANCE OF CITY OF ABILENE, TEXAS GENERAL OBLIGATION REFUNDING BONDS, SERIES 1997, AUTHORIZING THE EXECUTION OF A PROPOSAL AND THE EXECUTION OF AN ESCROW AGREEMENT, AND MAKING PROVISIONS FOR THE SECURITY THEREOF, AND ORDAINING OTHER MATTERS RELATING TO THE SUBJECT.

Other Business

5.1 Mayor Pro Tempore Ferguson recessed the Council into executive session pursuant to Sections 551.071 and 551.074 of the Open Meetings Act, and to seek the advice of the City Attorney with respect to pending and contemplated litigation and to consider the appointment and evaluation of public officers.

The Council reconvened from executive session and reported no action taken.

There being no further business, the meeting was adjourned at 9:45 a.m.
