The City Council of the City of Abilene, Texas, met for a Special Council Meeting on November 10, 2000 at 8:30 a.m. in the City Council Chambers of City Hall for the purpose of considering a Resolution canvassing the returns and declaring the results of the November 7, 2000 Fluoride Election. Mayor Grady Barr was present and presiding with Councilmen Norm Archibald, Kris Southward, Victor G. Carrillo, Rob Beckham, and Versie L. Brown, Jr. Also present were City Manager Roy McDaniel, City Attorney Sharon Hicks, and City Secretary Jo Moore. Councilwoman Kay Alexander was absent.

City Secretary Jo Moore briefed the Council on the election results which showed a majority (54%) of the votes cast were in favor of adding fluoride to the City of Abilene water supply and thereby recommending the repeal of the 1964 Ordinance No. 127, which prohibited adding fluoride. Total votes cast showed 16,835 in favor of the proposition to add fluoride to the water supply and 14,221 against the proposition.

Staff recommends Council adopt the Resolution canvassing the returns and declaring the results of the election.

Councilman Southward moved to approve the resolution canvassing the returns and declaring the results of the November 7, 2000 Fluoride Election, as recommended by staff and to instruct the City Manager to implement the will of the voters as expeditiously as possible. Councilman Archibald seconded the motion and the motion carried.

AYES: Councilmen Archibald, Southward, Carrillo, Beckham, Brown, and Mayor Barr.

NAYS: None.

The Resolution is numbered 32-2000 and is captioned as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ABILENE, TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE SPECIAL FLUORIDE ELECTION HELD IN THE CITY OF ABILENE ON NOVEMBER 7, 2000.

There being no further business, Mayor Barr adjourned the meeting at 8:35 a.m.
