The City Council of the City of Abilene, Texas, met for a Special Council Meeting on April 5, 2001 at 8:00 a.m. in the City Council Chambers of City Hall for the purpose of considering a Resolution encouraging Abilene's state legislative representatives and the Texas legislature to support a redistricting plan that combines all of the city of Abilene in one and the same state senatorial district; and a Resolution encouraging Abilene's state legislative representatives and the Texas legislature to support a redistricting plan that combines the city of Abilene and the city of San Angelo in the same United States (U.S.) congressional district. Mayor Grady Barr was present and presiding with Councilmen Norm Archibald, Kris Southward, Victor G. Carrillo, Rob Beckham, and Councilwoman Kay Alexander. Also present were City Manager Roy McDaniel, City Attorney Sharon Hicks, and City Secretary Jo Moore. Councilman Versie L. Brown, Jr. was absent.

Councilman Kris Southward gave the invocation.

Mayor Barr stated the purpose of the meeting, then turned the meeting over to City Manager Roy McDaniel. Mr. McDaniel explained that there are two copies of each Resolution; one of which are the Resolutions originally distributed to Council, and the other Resolutions reflect proposed modifications submitted by Councilman Carrillo. Councilman Carrillo explained the modifications he had made were mostly non-substantive; with some different language suggested.

Councilman Beckham moved to approve as modified by Councilman Carrillo the Resolution encouraging Abilene's state legislative representatives and the Texas legislature to support a redistricting plan that combines all of the city of Abilene in one and the same state senatorial district; and as modified by Councilman Carrillo the Resolution encouraging Abilene's state legislative representatives and the Texas legislature to support a redistricting plan that combines the city of Abilene and the city of San Angelo in the same United States (U.S.) congressional district. Councilwoman Alexander seconded the motion and the motion carried.

AYES: Councilmen Archibald, Southward, Carrillo, Beckham, Councilwoman Alexander, and Mayor Barr.

NAYS: None.

The Resolution is numbered 12-2001 and is captioned as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ABILENE, TEXAS, ENCOURAGING ITS STATE LEGISLATIVE REPRESENTATIVES AND THE TEXAS LEGISLATURE TO SUPPORT A REDISTRICTING PLAN THAT COMBINES ALL OF THE CITY OF ABILENE IN ONE AND THE SAME STATE SENATORIAL DISTRICT.

The Resolution is numbered 13-2001 and is captioned as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ABILENE, TEXAS, ENCOURAGING ITS STATE LEGISLATIVE REPRESENTATIVES AND THE TEXAS LEGISLATURE TO SUPPORT A REDISTRICTING PLAN THAT COMBINES THE CITY OF ABILENE AND THE CITY OF SAN ANGELO IN THE SAME UNITED STATES (U.S.) CONGRESSIONAL DISTRICT.

There being no further business, Mayor Barr adjourned the meeting at 8:10 a.m.
