SPECIAL COUNCIL MEETING

            The City Council of the City of Abilene, Texas, met for a Special Council Meeting on April 26, 2002 at 9:00 a.m. in the City Council Chambers of City Hall.   Mayor Grady Barr was present and presiding with Councilmen Norm Archibald, Kris Southward, Anthony Williams, Rob Beckham, Jimmy McNeil, and Councilwoman Kay Alexander.  Also present were City Attorney Sharon Hicks, and City Secretary Jo Moore.

 

            Councilman Jimmy McNeil gave the invocation.

 

            Mayor Barr announced the purpose of today’s meeting is for discussion with the professional search firm representative in the consideration of the appointment, employment, evaluation, and duties of a City Manager for the City of Abilene.

 

Mayor Barr recessed the Council into executive session pursuant to Section 551.074 of the Open Meetings Act, to consider the appointment, employment, evaluation, and duties of a public officer.

 

The Council reconvened from executive session into Open Session at 11:30 a.m. and reported no action taken. Mayor Barr recessed the meeting, noting Council would reconvene in the Council Chambers at 1:45 p.m.

 

Councilman McNeil left the meeting at 11:30 a.m.

 

The Council reconvened in open session at 1:45 p.m.  Councilman McNeil was absent.  Mayor Barr recessed the Council into executive session pursuant to Section 551.074 of the Open Meetings Act, to consider the appointment, employment, evaluation, and duties of a public officer.

 

 

The Council reconvened from executive session and reported no action taken. Mayor Barr announced the six finalists as recommended by Chris Hartung, senior consultant and director of the executive search division for Waters Consulting Group for the City Manager position as follows: David Blackburn, current City Manager, Killeen, Texas; Larry Gilley, current City Manager, San Marcos, Texas; Steven Lewis, current City Manager, Joplin, Missouri; Michael McMahan, commander of the Air Force Personnel Center at Randolph Air Force Base near San Antonio, Texas; Michael Morrison, current Assistant City Manager, Abilene, Texas; and Charles Nickerson, former City Manager of Little Rock, Arkansas.

 

 


            Councilman Archibald made a motion to accept the list of six finalists for City Manager, as recommended.  Councilman Southward seconded the motion and the motion carried.

            AYES:  Councilmen Archibald, Southward, Williams, Beckham, Councilwoman Alexander, and Mayor Barr.

            NAYS: None.

 

            There being no further business, Mayor Barr adjourned the meeting at 2:43 p.m.
