CITY COUNCIL OF THE CITY OF ABILENE, TEXAS

                        The City Council of the City of Abilene, Texas, met for a Special Council Meeting on April 30, 2002 at 8:30 a.m. in the Basement Conference Room E of City Hall.  Mayor Grady Barr was present and presiding with Councilmen Norm Archibald, Kris Southward, Anthony Williams, Rob Beckham, Jimmy McNeil, and Councilwoman Kay Alexander.  Also present were City Attorney Sharon Hicks, and City Secretary Jo Moore.

 

            Councilwoman Kay Alexander gave the invocation.

 

            Mayor Barr announced the purpose of the meeting today is for Council to interview three of the finalists for the position of City Manager for the City of Abilene, those being: Michael Morrison, David Blackburn, and Larry Gilley. Mayor Barr noted it is Council’s intent to remain in Executive Session until the interviews are completed.

 

Mayor Barr recessed the Council into executive session pursuant to Section 551.074 of the Open Meetings Act, to consider the appointment, employment, evaluation, and duties of a public officer.

 

The Council reconvened from executive session and reported no action taken. Mayor Barr adjourned the meeting at 3:40 p.m., and announced Council would reconvene May 1, 2002 at 8:30 a.m. in the Basement Conference Room E of City Hall.

            The City Council of the City of Abilene, Texas, met for a Special Council Meeting on May 1, 2002 at 8:30 a.m. in the Basement Conference Room E of City Hall.  Mayor Grady Barr was present and presiding with Councilmen Norm Archibald, Kris Southward, Anthony Williams, Rob Beckham, Jimmy McNeil, and Councilwoman Kay Alexander.  Also present were City Attorney Sharon Hicks, and City Secretary Jo Moore.

 

            Councilman Norm Archibald gave the invocation.

 

            Mayor Barr announced the purpose of the meeting today is for Council to interview the three remaining finalists for the position of City Manager for the City of Abilene, those being: Charles Nickerson, Steven Lewis, and Michael McMahan. Mayor Barr noted it is Council’s intent to remain in Executive Session until the interviews are completed.

 

Mayor Barr recessed the Council into executive session pursuant to Section 551.074 of the Open Meetings Act, to consider the appointment, employment, evaluation, and duties of a public officer.

 

The Council reconvened from executive session and reported no action taken. Mayor Barr adjourned the meeting at 4:40 p.m., and announced Council would reconvene May 2, 2002 at 8:30 a.m. in the Basement Conference Room E of City Hall to further interview Larry Gilley and David Blackburn.

            The City Council of the City of Abilene, Texas, met for a Special Council Meeting on May 2, 2002 at 8:30 a.m. in the Basement Conference Room E of City Hall.  Mayor Grady Barr was present and presiding with Councilmen Norm Archibald, Kris Southward, Anthony Williams, Rob Beckham, Jimmy McNeil, and Councilwoman Kay Alexander.  Also present were City Attorney Sharon Hicks, and City Secretary Jo Moore.

 

            Councilman Kris Southward gave the invocation.

 

            Mayor Barr announced the purpose of the meeting today is for Council to further interview finalists Larry Gilley and David Blackburn for the position of City Manager for the City of Abilene.

 

Mayor Barr recessed the Council into executive session pursuant to Section 551.074 of the Open Meetings Act, to consider the appointment, employment, evaluation, and duties of a public officer.


            The Council reconvened from executive session and reported no action taken. Mayor Barr recessed the meeting at 12 noon, noting Council would reconvene at 12:30 p.m. in the Basement Conference Room E of City Hall.

 

The Council reconvened in open session in Basement Conference Room E of City Hall at 12:30 p.m. Mayor Barr recessed the Council into executive session pursuant to Section 551.074 of the Open Meetings Act, to consider the appointment, employment, evaluation, and duties of a public officer.

 

The Council reconvened from executive session at 2:45 p.m. and reported no action taken. Mayor Barr recessed the meeting at 2:45 p.m., noting Council would reconvene in the Council Chambers at 3:00 p.m.

 

Council reconvened in Open Session in the Council Chambers at 3:00 p.m.

 

Councilman McNeil made a motion to approve, by Oral Resolution, the appointment of Larry Gilley to the position of City Manager for the City of Abilene, effective June 17, 2002.  Councilman Williams seconded the motion and the motion carried.

            AYES:  Councilmen Archibald, Southward, Williams, Beckham, McNeil, Councilwoman Alexander, and Mayor Barr.

            NAYS: None.

 

 

            There being no further business, Mayor Barr adjourned the meeting at 3:05 p.m.
